The Culture Bureau is to be set up soon. What kind of
a Culture Bureau do we want? What should be its mandate, policy areas, and
structure? How could it be prevented from serving state propaganda? Do people
working in arts and culture and the general public have any say?
In the 1990s, a group of arts and culture
practitioners set up the Culture Sector Joint Conference, which indirectly led
to the establishment of the Hong Kong Arts Development Council.
In 2012, many issues on the development of arts and
culture remain unresolved: West Kowloon, art spaces in industrial buildings, Copyright
Law, Obscene and Indecent Articles Ordinance, public space, freedom of creation
and freedom of speech, grant distribution mechanisms…
Over
the past twenty years, many art and culture pracititionres have tried to push
the government for advancing the policies to no avail. A crucial reason is the
lack of a comprehensive cultural policy. We cannot wait any longer. We have
formed and refreshed the , Culture
Sector Joint Conference, to kick-start the discussion on the policy areas of
the upcoming Culture Bureau.
The members named here and the proposed scheme below
are a modest beginning. We would invite you to voice your views so that we can
tell the legislators and the government what we need.
